Overview

This standard covers the competences you need to unpack explosive substances and/or articles in accordance with approved procedures and practices.

You will be required to demonstrate that you can confirm the identity and condition of the explosive substances and/or articles to be unpacked and their handling, confirming that the work environment and conditions under which the unpacking is carried out meet regulatory requirements in accordance with approved procedures and practices.

This activity is likely to be undertaken by someone whose work role involves Weapons, Ordnance, Munitions or Explosives work activities. This includes people working as supervisors and operators involved in unpacking explosive substances and/or articles.

Performance Criteria

P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines
P2 confirm the identity and condition of the explosive substances and/or articles to be unpacked and their handling
P3 confirm that the work environment and conditions under which the unpacking is carried out meet regulatory requirements
P4 adhere to unpacking requirements
P5 report any problems beyond your level of authority to the appropriate person
P6 ensure that the explosive substances and/or articles have been clearly labelled in accordance with instructions

Knowledge and Understanding

K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives and their implications for your area of work
K2 the relevance of personal protective equipment (PPE)
K3 the nature, characteristics, hazards and risks of the explosive substances and/or articles
K4 the actions to be taken in response to an unplanned event
K5 any specific requirements relevant to the task
K6 the classification of the explosive substances and/or articles
K7 the importance of marking and labelling requirements
K8 how the package has been put together to form a load
K9 the procedures covering unpacking and/or their components
K10 the availability of appropriate equipment/components
K11 the correct use of tools and equipment
K12 when something unexpected should be treated as potentially hazardous
K13 packaging disposal procedures, and associated restrictions
K14 the importance of re-using packaging
K15 the importance of maintaining appropriate security standards
K16 reporting lines and procedures
K17 the limits of your personal authority
