Overview

This standard covers the competences you need to develop the organizational safety policy and/or strategy for explosives in accordance with approved procedures and practices.

You will be required to demonstrate that you can identify areas for improvements in the current explosives safety policy or strategy of your organization, identifying areas for improvements in the current explosives safety policy or strategy of your organization in accordance with approved procedures and practices.

This activity is likely to be undertaken by someone whose work role involves Weapons, Ordnance, Munitions or Explosives work activities. This includes individuals working as explosives safety managers, advisers and regulators.

Performance Criteria

P1 work safely at all times, complying with health and safety, environmental and other relevant regulations, legislation and guidelines
P2 establish the extent to which your organization currently meets statutory and its own requirements and best practice
P3 identify areas for improvements in the current explosives safety policy or strategy of your organization
P4 recommend changes that address the areas for improvements in the explosives safety policy or strategy of your organization
P5 establish the constraints which may influence the explosives safety policy or strategy of your organization
P6 evaluate the potential impact of the proposed policy or strategy on the business
P7 secure commitment to your proposed explosives policy or strategy from your key stakeholders
P8 review periodically the extent to which the policy or strategy delivers requirements
P9 confirm that your recommendations, and their implications, are clearly understood
P10 ensure that your recommendations address the customer’s requirements and the degree of risk

Knowledge and Understanding

K1 the health, safety and environmental and other statutory legislation, regulations and safe working practices and procedures governing explosives, and their implications for your area of operation
K2 the relevance of personal protective equipment (PPE)
K3 the nature, characteristics, hazards and risks of the explosive substances and/or articles
K4 the actions to be taken in response to an unplanned event
K5 the purpose of the safety management system for explosives, and how it interfaces with the safety management system as a whole
